Yes, that would be right. The scenario would be an automation and these emails would be sent out separately to the customers and would not be considered as a response to the customer. If you are wanting to reply to the customers in bulk then the best solution would be to use the 'Bulk Action' feature in the list view.
Using scenario to send an email doesn't count as an answer.
