how to change the ticket subject when forwarding to an outside emial address

You will not be able to change the Subject of the email when forwarding the email to a third party. However, you can manage the template of the Forward and the placeholders that you can include in the subject from Admin--> Email notifications--> Templates--> Forward Template.
