Yes, the activation of the email address in Freshdesk is to log into the customer portal and view the ticket thread/ solutions/ forums etc. Since the email was CC'ed the email will be received by the person.
If I accidentally CC'd someone on an email chain would they receive the email if they haven't activated their email address with Freshdesk?
